How do I change the X and Y positions for an element? These seem to be locked and wont let me edit.

The coordinates you see are read-only. They tell you the current position of the element. To change them, you need to write CSS or better, use the Bootstrap Grid to position them. This is the only way to have a responsive page that works on every device.
